Once you get past the rather wooden dub it's fantastic, though maybe a little confusing the first time through. When I actually tracked who was who... and I think that was my problem more than the show's... it clicked. The second time through it was just stellar. A magnificent display of Everything is Messed Up. A lot of what feels like clutter... the drug stuff, the smoking, is - like the constant little deals, the semi-bribes, and outright corruption - just another coping strategy for people dealing with a dysfunctional world. And it's the dysfunction, not the flood, that is the story. Though the rising waters are pretty damn cool.
