Paul Marino goes after slum landlords, preying on immigrant communities.
Pebbles (Robert Emhardt) is one of them. Small rooms, large families, houses in disrepair but Pebbles insists that his rents are paid. A development he plans means some of those tenants will be thrown out onto the street.
The heat is on Pebbles. His strong arm rent collector Stickface (Jack Elam) pushes a tenant through a window. Then threatens young Tito (Scott Marlowe) a tenant in the same building who witnessed the killing.
A worried Stickface later pays off Tito but Marino wants him to talk. Tito resists but his little sister later dies, sick because of the housing conditions. Now Tito looks for revenge.
