elementary work + nudity = rated PG-14?

I'm a middle-aged person who has successfully completed 2 Associate degrees - 1 in Science, 1 in Art & Science - and I've watch many popular films as well as independent works in my life, so I feel that know a good film when I see it. I chose not to finish watching this movie, but create a review instead. A third of the way through this work, I saw little that fits into a storyline - there are a great many 1-second flashes of photography accompanied by some sound, and with brief actual scenes scattered. I was having a hard time figuring out what the filmmaker was tryng to accomplish, when a naked breast showed up - in 1 of those scattered longer scenes - in what might have been a current-time moment or maybe a memory. There are sections of movie that switch quickly between videography, still color photos, black-and-white still photos, and sound bytes ...all of which seem to me can only make sense if the writer{s} explain things to me as I watch. There are "conversations" that don't actually say anything; there are actions that don't make sense in the scene; there is camera movement when there shouldn't be. I'm done watching - on to something else.
