Hardcastle is up for a spot on the Supreme Court bench but a man in Washington for some reason doesn't want him to get it. That person is played by Richard Herd, and he is a wanted man now residing under a fake identity in the upper echelons of Washington. The judge had him sentenced to prison for murder, but he escaped. Herd tries every trick in the book to get Hardcastle out of the race, and he hires the press guy to launch a campaign to smear Hardcastle.
