Collier decides to judge the government of the United States and he brings Control, Greer, Finch, Manuel Rivera and General Holcomb to an improvised court. The jury is composed by members of the press and the trial is broadcast live. Meanwhile, the Vigilance cause a blackout in New York to bring chaos to the city. Reese and Shaw are forced to team-up with Hersh to look for Finch and Control. Shaw goes to meet Root at New Jersey since she wants to sabotage the Samaritan including her servers. There is a showdown of Decima and Vigilance and Collier learns how Machiavellian Greer is.
