This is a Mister Magoo short from UPA Studios. There will be spoilers ahead:
Magoo wants a pet and goes to the pet store, which is being robbed as he enters. The thief is wearing a fur coat and is therefore mistaken as a dog by Magoo. The thief goes along because he sees it as an avenue of escape.
The cop on the beat, being able to see two feet in front of him, doesn't make Magoo's mistake and begins following them. There follow various gags based on Magoo's nearsightedness and the thief's desire to hide from the cop and/or get away.
The cop finally takes the thief into custody and takes him away, which Magoo takes as the officer stealing his new dog. Magoo decides he'll just get another dog, winding up in a record store and leaving with a record company logo. It's a cute gag.
The Magoo theatrical shorts and a Magoo feature film are now available on a DVD box set released by Shout! Factory. The set is excellent and this short is quite good.
