Kosmo and Leary investigate the death of Sarah Peters, her body found in the underground parking lot of her apartment building. They learn from William Chen that Peters was a material witness for the Crown in the homicide case against Roy Willetts. Chen also tells them that Willetts was incarcerated with Peters' estranged brother, Gary. Kosmo later also learns from Sue that someone is selling merchandise purchased with Sarah Peters' credit card. That someone is Dennis Lucas, who Kosmo and Leary pick up. Lucas admits that he knows who killed Sarah, but that the killer was hired by Roy's mother, Tammy. Lucas plea bargains - he'll help Kosmo and Leary trap Tammy into confessing. Meanwhile, Da Vinci and Shannon investigate the death of William Mattucci, who was found dead of stab wounds to the chest. According to his wife, he had a history of attempted suicides; the knife in his hand would indicate he took his own life. By circumstance, Constable Thurman notices blood stains in the bathroom of the Mattucci's downstairs tenant, Lena Whelan. The blood stains end up being more than meets the eye, which Whelan knows as she runs off during the investigation. The authorities find Whelan, who tells a story of domestic problems both in the Mattucci household and her own household which led to Mattucci's accidental death. Elsewhere, Da Vinci speaks to Joan Hanes, a witness in Darcy Charles' assault. Sue continues to assist Kosmo and Leary on the sting against Curtis. And Claire advises Da Vinci on a way to proceed with the safe injection site proposal, however it compromises his want for the Red Light District, at least for the immediate future.

Da Vinci investigates the deaths of Ray Stone and Gloria Keane. It looks to be a double suicide, with a succinct suicide note for the pair: "AIDS x 2". Some alarm bells ring in Da Vinci's head when he finds some prescription bottles for AIDS medication in their apartment, as the prescribing doctor is Gus Cook, whose license was once pulled by Da Vinci for malpractice and who Da Vinci is currently investigating concerning the recent death of a boxer. Meanwhile, a woman by the name of Kathleen Mills comes in to speak to Shannon and Williams because of her nightmares. Six months prior, she saw a decapitated head in a bucket in the van of the friend of her then boyfriend, Alvin Pike. The car belonged to Daryl Cunningham, the head she recognized as belonging to Daryl and Alvin's friend, Cory James. Since Alvin is currently incarcerated, Shannon and Williams decide to question Cunningham, who still owns the van. With much circumstantial evidence in hand, Shannon and Williams try to get Cunningham to break under interrogation. Shannon thinks he has a way to break Cunningham if he indeed did kill Cory. Elsewhere, Curtis is worried about Kenny Bell, a new drug dealer in town. Little does Curtis know that Bell is potentially more dangerous to him than meets the eye. Since Pierce didn't talk to Da Vinci, Kosmo and Leary decide to confront him about Curtis. The last piece in the Curtis investigation is the status of his new partner, Marla. Kosmo and Leary ask Taylor to find out which side of the Curtis fence Marla sits. Da Vinci and Kelly butt heads over Da Vinci's want to go to inquest over Darcy Charles' death, Kelly who sees Da Vinci not only ignoring hi advice but using the office to further his candidacy for the Police of Chief job. And the Mayor and Da Vinci agree on the location of the safe injection site, the Mayor however not being totally forthright with issues about the location.

The dead body of Robert Camden is found on the rocks offshore of Stanley Park. Da Vinci and the cops' first inclination is that his death is related to the fact that they are near a known gay stroll. Local reporter, Josh Warner, feeds the fire as he tells Da Vinci that the previous night, the police questioned but let go a bunch of rowdies in the area who were uttering gay slurs. The trail runs cold after speaking to all the known witnesses. But feathers are ruffled when the press runs with speculative stories. Kosmo and Leary investigate the death of a man on the top level of a double decker sightseeing bus. They learn he is Valery Titov, a pickpocket who looked like he was on the bus working. The autopsy discovers that he died swallowing a razor blade. Taylor tells them that the razor blade is a old pickpocketer's trick to cut purse straps. A witness also states that he saw Titov get assaulted on the bus, which may explain how he swallowed the razor. A necklace with a man-made stone stolen by Titov may lead them back to who assaulted and therefore killed Titov. And Da Vinci's wanted inquest on Darcy Charles' death faces a major obstacle when his only witness, Joan Hanes, is found dead of a drug overdose. But his run for the Police of Chief job gets a boost when McNab tells him of some skeletons in the closet of Lenny Banks, one of his chief competitors.

Da Vinci is involved in a vehicular hit and run traffic accident, the other vehicle doing the running. Da Vinci ends up with a gash on his head. There were two eyewitnesses, each with a different viewpoint of who caused the accident. Despite this bad start to his day, Da Vinci goes to work. His first case is that of Nick McLeod, who was found hanging in a new unoccupied house for sale. He is the realtor. He looks to have been squatting in the house. They later learn he was separated from his wife. But the unusual aspect of his death is that there is no physical way he could have hung himself with what evidence is at the scene. But they also find evidence of others who looked like they had been partying at the house. They later find Shawn Finch - one of the partiers - who tells them what he saw. Shannon and Williams investigate the death of Glen Bardsley, whose body is spotted underneath fallen leaves at the bottom of a ravine in a wooded area. Their investigation takes them to Bardsley's daughter and wife, the latter who is in a coma in an extended care facility. But Nina, one of the care nurses, knows more about what happened to Bardsley than she lets on. Meanwhile, Da Vinci has a run in with Police Constable Charlie Klotchko, Da Vinci not understanding what problem Klotchko has with him. Lenny Baker withdraws his candidacy for the Chief of Police job, McNab thinking that Da Vinci blabbed to someone about Baker's secret problem. Bell sets up his relationship with Rick Prentice in hopes of getting to Curtis. And Leary continues to live out of his truck parked down by the beach.

A traffic incident occurs when a man driving a stolen vehicle stops an ambulance, the driver of the stolen vehicle, wielding a shotgun, demanding morphine from the paramedic. After the incident, the driver of the stolen vehicle flees on foot, leaving the vehicle behind. The ambulance delay causes the death of the elderly woman being transported. Fingerprints retrieved from the stolen vehicle indicate the driver is probably Douglas James Shelby, who kidnapped his young daughter, Jennifer, from his estranged wife, with Shelby and Jennifer in tow currently on the run. Shelby's wife hired Lawrence Doan, a private investigator, to track her husband and daughter. Doan has tracked Shelby to a local motel. When Shannon and Williams, the two working on this case for Homicide, arrive at the motel, they learn why Shelby stopped the ambulance in the first place. Meanwhile, Da Vinci investigates the death of a painter, who was found on fire on a mechanized swing stage, the platform on the ground at the time the death occurred. Da Vinci eventually finds a second building painter, also dead, on top of an adjacent trailer. It looks as if he was electrocuted. Da Vinci later learns that the painting company has a history of problems, one with the swing stage which may have led to the deaths. Elsewhere, Kosmo and Leary continue their sting on Curtis. They question Marla, who vows to "stay clear" when Curtis is eventually taken down. During this process, Curtis pulls a fast one on Prentice. And Da Vinci learns that Bill Jacobs has always had every intention of running for the Chief of Police job, despite telling Da Vinci the exact opposite. Da Vinci also learns the reason for Constable Charlie Klotchko's bad mouthing of him, which is related to Jacobs' run for the top cop job.

An eyewitness sees a car drive into False Creek. One male passenger in the vehicle managed to make it out of the water and flee the scene, whereas one female passenger drowned. The male ends up being university professor Harold Stanley Keller (it was his car), the deceased female one of his students named Ellen DeWitt. Shannon and Williams interrogate Keller, who initially tells a story of a purely innocent professor/student relationship and a malfunctioning car. After Shannon and Williams find some evidence to the contrary, Keller eventually tells them that he was meeting DeWitt to end a sexual relationship, but that the car going into the water was purely an accident. Danielle, a former roommate of DeWitt's also tell them that DeWitt was a controlling woman - "creepy" was the word Danielle used to describe DeWitt. But they still have to determine if the car going into the water was indeed an accident or done on purpose by Keller to get rid of his problem. Da Vinci investigates a naked dead body found near a water hazard of a golf course, he being soaking wet despite no rain, and his clothes piled nearby. The authorities discover that he is Leon Dean Barrett, his abandoned car found down the road. Ned Partridge, an eyewitness who called 911 tells them that he saw Barrett's car weaving erratically along the road. However, another eyewitness tells another story of seeing Barrett's car in a traffic confrontation with another vehicle, the driver of that vehicle who Da Vinci has already met. With Kosmo and Leary's investigation of Curtis, Curtis goes missing after the dope deal with Prentice. And using old style tactics, Shannon does Da Vinci an unspoken favor.

Sue stumbles into Rick Prentice's apartment and finds him dead. Totally freaked, she runs out, but the next day informs the authorities. During the investigation, Homicide - which includes Kosmo, Leary, Shannon and Williams - freeze Curtis out, who tries to get in on the premise that Rick was his informant. In reality, the Homicide detectives all know in their hearts that Curtis killed Rick. With Rick's murder, Councilor Pierce finally decides to talk to Homicide about being blackmailed by Curtis, and admittedly asking Curtis if he could make Rick just "go away". Kosmo and Leary ask Pierce if he is willing to assist in wearing a wire in his next meeting with Curtis. Curtis finally gets his in in the investigation when he catches up with Sue. He admits to her that he can and will make either her or Pierce take the fall for Rick's death. As such, a scared Sue agrees to cooperate with Curtis. Elsewhere, Da Vinci investigates a series of drug overdose deaths. It looks like there's some bad dope out on the street. He needs to find the supplier and get the dope off the street. The Mayor, having found some more money, gets closer to helping Da Vinci open the safe injection site. And Willa Edwards finds another witness for Da Vinci in the Darcy Charles beating, albeit a witness with a self-admitted bad history of his own.

With Williams away on another case in Seattle, Shannon is temporarily partnered with Donna. They are working on a case of a gunshot dead body washed ashore by the port, his face covered with a seven tentacled octopus. They discover he is Lawrence Brownfield, an American journalist. He apparently was working on a story about the drug trade and drug smuggling in and out of Vancouver. Shannon and Donna piece together the story and if it was somebody on the drug side of things who was not too happy about the story who killed him. Kosmo and Leary start their investigation on Rick Prentice's death, knowing in their hearts that Curtis is the murderer. Curtis threatens Sue to pin the murder on either her or Councilor Pierce. Sue, scared of Curtis, obliges by agreeing to plant a knife, the murder weapon, in Pierce's car. However Sue has other ideas of what to do with the knife. Despite these maneuverings, Curtis is feeling the pressure and is on the verge of a total meltdown. Kosmo and Leary don't yet have a solid case against Curtis but stumble across a stash of possible evidence in a garage Curtis is renting and in which he is storing many of his secret possessions. Pierce is also feeling the pressure as a suspect in Prentice's murder and his subsequent break up with Brenda. Da Vinci offers Pierce some emotional support before Pierce does something drastic. And in the lead up to the Chief of Police interviews, Da Vinci solicits advice and get conflicting information. Phil Rosen suggests he tread lightly around controversial issues, whereas the Mayor and Claire just tell him to "be himself". Da Vinci has a run-in with his primary rival, Sgt. Bill Jacobs, about the underhanded tactics he's used in the drive for the job. But after the interviews, it's up the the Police Board to decide between their two vastly different leading candidates.

Da Vinci investigates the death of three people in three separate incidents. The first is a homeless woman commonly known as the pigeon lady, her dead body found on a church's steps where she could usually be found feeding the pigeons. Da Vinci is concerned that the church's newly implemented nighttime closed door policy may have exacerbated the death. Beyond determining the cause of death, Maria finds among the pigeon lady's possessions an interesting news article which may provide a clue as to why she was at that specific church. The second is a sixteen year old woman named Alice Fellows. Although she was high on ecstasy which could have contributed to the incident, she was killed in a hit and run. What little information the authorities have is the offending vehicle is a silver Mercedes for which they have a partial license plate. Later, McNab gets a positive identification of the vehicle and its high profile owner, who claims the car was stolen. The third is a charged money launderer named Michael Zang, who purportedly shot himself in the office of his lawyer, Richard Norton. Because Da Vinci believes that Norton isn't telling the entire truth about the death, Da Vinci calls in Homicide to apply a little pressure on Norton. Zang's wife Vera, who is called in to provide testimony, has other things on her mind. With Da Vinci preoccupied with these cases, Lou takes his first case as a coroner. It is of an aboriginal youth named Roy Cardinale, whose dead body is found by the railroad tracks. He was seemingly killed by a train running over him, but there is evidence that he was severely beaten before his death. Beyond physical evidence at the site, Kosmo and Leary, who lead this investigation, learn a bit more about Roy from Constable Carter, who tells a story of a relatively harmless and well liked petty criminal but who was well known to all those in the police department on patrol. On other business, Suki tells Kosmo and Leary of an incident at Brian's storage garage. Their investigation of him has stalled otherwise. On more personal matters, Kosmo tells Leary about someone that is interested in him. That and a request by Carter are some of the first steps for Leary to a more stable existence. And Da Vinci ultimately gets the news about whether he got the Chief of Police job.

In his new role as Chief of Police, Bill Jacobs requests a meeting with Da Vinci to discuss his concept of a red light district. Da Vinci is surprised by the request. With continuing investigations, Kosmo and Leary speak to Roy Cardinale's friend, John Dunne. After seeing John speak to the detectives, Constable Dino Rosario has his own chat with John. After checking out some information provided by John, Kosmo and Leary believe that something in his story concerning Roy's whereabouts the evening of his death isn't sitting right. McNab informs the Mayor that his car was indeed involved in a hit and run death. The Mayor seems more interested in retrieving his cell phone from the car, reported stolen that night, than he is about the death. As McNab checks out two of the numbers from that cell phone's records from that evening, he uncovers some unusual information concerning the Mayor's car's whereabouts that evening. Brian manages to have Councillor Pierce's car pulled over, but no knife is found in his possession. Perturbed that his frame on Pierce didn't yet work, Brian plots with Marla to watch over Sue, who was supposed to plant the knife in the car. Brian also uses another tact averting himself from Rick's death by speaking to Detective Joe Finn in Internal about the investigation. And while Shannon is off on personal leave, Williams continues the investigation into the purported self-inflicted shooting death of Michael Zang. In a new investigation, Da Vinci and Lou attend to the death of man who looks to have fallen from a rooftop. They determine the probable cause of the fall when they see some wiring on the roof. They however learn that there is more than meets the eye when they speak to the deceased's neighbors. On personal fronts, Kosmo thinks about buying a house. And Shannon learns that his building has a new no pet policy, meaning he will have to move or get rid of Lucky.

Constable Walker is feeling guilty about her role in Roy Cardinale's death, which she expresses to some fellow constables. Believing he did nothing wrong, Constable Rosario, her partner and the one who actually beat Roy, vows that he will make sure that she doesn't break the code amongst partners. Unbeknownst to the constables, Chief Jacobs and Kurtz are not going to press for a charge of homicide against whomever caused the beating. All those working this investigation are perturbed by this information. As a result, Da Vinci decides to get involved. Sensing that she really was a bystander in the beating, Kosmo offers some friendly advice to Walker. With the Chinese freighter mutiny, Phil Rosen, handling the immigration file of many of the crew, discovers the reason behind the mutiny which involves others Da Vinci was unaware of with his initial visit on the freighter. With Internal's investigation, Finn has his first interview with Kosmo, who innocently believes that the investigation is concerning Brian. With new investigations, Da Vinci attends to a well dressed dead body with no identification hanging with a noose around his neck off the Burrard Street Bridge. Something doesn't sit right with Da Vinci so he calls in Homicide to investigate. Kosmo and Leary discover his identity and a connection to Da Vinci's favorite lawyer, Richard Norton. Lou, Shannon and Williams investigate the finding of a mummified newborn found in a dumpster. Other debris in the dumpster lead the detectives to an elderly woman named Donna Phillips and her ex-husband, who may be able able to explain what happened. In other goings-on, Da Vinci feels that he is being frozen out of the Mayor's office and speculates about why the Mayor was previously so enthusiastic about his candidacy for Chief of Police. Da Vinci and Kelly have a philosophical argument over the role of the Coroner's office. And Helen has another draft of her book ready for Da Vinci to read.

Da Vinci, Kosmo and Leary are called to a moored boat where a dead body was found. On board the boat is a one tonne cache of marijuana. The boat belongs to an old friend of Leary's, the deceased, his best friend from public school, Will Summers. Leary knows that Will had been smuggling dope for years. After he gets the news about Will, Will's father makes a special request to Leary. Chick provides the investigators with some ideas of where the marijuana was headed. Brian, with Marla at his side, tries to insinuate himself into the investigation. They have a chat with Will's girlfriend, Lila Tuan, the chat with ulterior motives. With continuing investigations, Brian builds up a case against Sue with Internal. Finn, in turn, tells Kurtz where his investigation is headed. With the Roy Cardinale case, Da Vinci has a discussion with Crown Counsel William Chen to see what's happening with possible charges. And Constable Rosario has a "friendly" chat with John Dunne's firefighter father, inferring that fire and police need to stick together. Regardless, Phil Rosen has a case file on Rosario regarding past deeds, the file which he shares with Da Vinci who wants to investigate more officially. With the hit and run case, the investigation takes a turn when Monty Wilson, the car thief, recants his story, specifically about from where he stole the Mayor's car. With all these continuing investigations, word slowly makes the rounds amongst the investigators about known and supposed high powered interference. On other fronts, Jacobs and Kurtz's professional allegiance takes a turn toward the personal. Kosmo becomes a homeowner. And Shannon says two tearful goodbyes.

Da Vinci attracts attention from Ottawa while remaining in conflict with the Mayor and Chief of Police over his investigations of the accident and beating death. Leary and Kosmo discover that a murdered drug runner was under police surveillance. Shannon's reaction to a personal loss puts his job in jeopardy.

As Da Vinci attends the Police Chief appointment black tie dinner with Maria (the dinner which is populated with many of his professional foes such as Jacobs, Sgt. Klotchko, Mayor Hathaway, and Richard Norton), others in his professional circle are on the job. Lou attends to the death of a woman named Allison Freeman, who was found in her car. The contents of the trunk of her car have some personal connection to Da Vinci. Lou eventually discovers why she might have that material, and Da Vinci tries to find out the precise nature of her interest in him. With Chick's help, Leary tries to get as much information about the transmitter on Will's boat without whomever is doing the surveillance finding out that Leary is aware of the transmitter's existence. Leary adds some surveillance equipment of his own. The dinner is not a total waste for Da Vinci as he learns that his red light district proposal has the interest of the federal government. With Internal's investigation, the police pick up Sue, who has incriminating evidence in her room. Brian officially adds his falsified information into the investigation. With the hit and run case, Da Vinci learns conclusively that the Mayor was not where he said he was that evening. And Shannon has a less than pleasant chat with Kurtz about the incident with Klotchko. He believes that this meeting is the first step in his unwanted early retirement.

An angry Kosmo goes searching for Sue, who she has learned is somewhere in the police interrogation system. Finn is determined to get a confession from her for the murders of all three of Brian's snitches. Although Kurtz wants to retain Kosmo in Homicide despite what looks to be negligence on her part regarding Sue, Kurtz denies Kosmo access to Sue. With the Will Summers investigation, Leary finds out that it is the US Drug Enforcement Agency (DEA) that had the electronic surveillance on Will's boat. On an associated matter, Marla winds up Will's girlfriend, Lila, about the whereabouts of the rest of Will's drug money. Leary himself has a more frank discussion with Lila. With the case of the deceased private investigator who was tailing Da Vinci, Phil Rosen outlines several possibilities as to who would have hired her. Williams interrogates Norton about the connection between Michael Zang and James Torelli, two of his clients who recently met untimely deaths in two separate incidents. Williams slyly implies that he knows something about the missing laundered moneys. With the hit and run case, Da Vinci speaks to Ted Fellows, the deceased's stepfather. Da Vinci implies that he knows more to the story than he can divulge, which temporarily placates Fellows. Da Vinci has some make or break deals with both the Mayor and Jacobs regarding the red light district proposal, one which hits Jacobs on the home front. And Shannon looks for temporary work to do during his six week suspension. On matters more personal to Da Vinci, his car gets towed and in turn his briefcase stolen, which contained some highly confidential information. And he continues his personal liaison with Isabel Sandonovo.
