PLOT: human consciousness stored in a crystal gets transferred to a giant manta ray after an airplane plunges into the ocean in an accident.. also, enhanced humans who can stay underwater for long periods without breathing equipment.. I don't want to say these interesting premises were "wasted" but in typical 1970's-1980's USSR sci-fi style, too much time is spent trying to justify motivations without actually expanding interesting characters or situations.. and without great SPFX, as you would get from James Cameron or even Mel Brooks, it's a flat experience which requires too much effort to enjoy.
The setting is a world of peace, where scientists can develop these things, and more, without fear of military acquisition, so that has at least the possibility of imagination.
