The city was fictitious, but the event was real, and in fact, it happened more than once in many different cities of China, as part of the Nationalist plots to counter attack mainland China. This is the era in which the Cultural Revolution had just ended, but the reform had not been introduced yet, and movie makers chose the safest way by picking something that is politically safe.
