This is the concluding episode of having the two Dicks, which makes for great fun. Lithgow obviously has a great time being the evil Dick as well as the original nutty one, making it enjoyable for us as well. It's no wonder he won the 1997 Emmy for Outstanding Lead Actor in a Comedy Series for this episode. The writers deserved an Emmy for this one as well.
There are funny TV cultural references: "The Jerry Springer Show" ("Biker Chick Makeover"), and "The Patty Duke Show" (she played identical cousins) where evil Dick, planning to create identical drones, paraphrases her show's opening lines: "They will think alike. And talk alike. At times they'll even walk alike."

And funny physical comedy, like when Tommy, Harry, and Sally break Dick out of the box, and when they all take turns slapping him, especially Harry's rather delayed slap and his realization: "I shouldda done that earlier."
