Continuing from the previous season, Carroll O'Connor, Howard Rollins,, and Father Cesare Danova are all on trial resulting from their failure to arrest Francesco Quinn, a Salvadoran refugee who was here illegally. Danova is charged with obstruction of justice. Quinn's death concluded part one of the story.

In the course of his tenure as Sparta's police chief O'Connor has made more than a few enemies. And some of them see a chance to ruin him. Although a lot of it is on their own time, Alan Autry has the force working on hat aspect of the whole business.

Wilbur Fitzgerald the DA is kind of hammerlocked into prosecuting and Thom Grissom,Jr., one of the Sparta councilmembers is the defense attorney.

A lot is still left unresolved when this episode is ove.
