It all starts with a successful country singer in trouble. The boy had had an accident years before, running over a cyclist, and his assistant Cat (David Doyle, later Bosley in Charlie's Angels) had killed him with a stone to the head when the cyclist had recognized the musician. The idea was to make a guy pay for Country Boy, and that guy turned out to be Jack Waily. A cellmate of Jack Waily found out about this story, and when he got out of prison, he thought of going to blackmail Country Boy under pain of revealing his guilt. And Cat himself, upon learning of the situation, decided to commit a second crime and kill the victim, when the factual circumstances well presented by Lieutenant Ponce accused the singer. Of course, Petrocelli finally discovers the whole mess.
