An accused scam artist (Carol Linley) accuses Pepper of sexual assault, charging that she threatened to bust her if she didn't give her some yummy bust.
The bust initially turns up nothing, so the charges proceed. The IA investigators, the Essence of All Things Evil, drag up rumors about Pepper's old roommate (Patricia Crowley) who may be called to testify--- which Pepper is determined to prevent because it might destroy Pat's career.
Things get worse when Pepper, feeling cornered, chases down Linley and shoots her to death.
Even though Sgt. Crowley turns up 11th hour evidence that the scam was in fact going on, and gets one of Linley's cohorts to admit Pepper shooting Linley was just a harmless boo-boo and that Pepper's probably a good person after all, and Pete catches in a lie two jump-on-the-bandwagon prison-bitches trying to take advantage of the scandal and claim Pepper busted them because they refused her p*s$y, the board nevertheless decides they have to continue with the charges because even if everything else is cleared up, Pep could still be a big ol' lesbo... which was against the rule.
Patricia Crowley steps up to speak-- perhaps to prove that hetero-Pepper rejected her years ago, or at least to say "see, all Pepper's chicks don't wind up dead". Pep selflessly stops her and submits her resignation, but Bill Crowley arrives just in time to tear up her resignation in front of the board citing "neatness" deficiencies in the document and everyone smirks knowingly--- either because they know the episode has to end soon, or perhaps they all know Pep might still be a dyke but they've inexplicably decided not to push the point.
Then Pepper puts her hand on Patricia's, proving she ain't skeered o' no doughnut-bumpers, Pat drives off, and then Pep makes a joke to Sgt. Crowley about prostitution and it's over.
