Warning: Spoilers
So it turns out that the Godfrey Ho/Joseph Lai outfit IFD Film & Arts were still churning movies out in the 1990s, and they're lower budgeted and sillier than ever. This one has a higher predominance of Caucasian actors than most, and all of them act in the most badly dubbed and wooden ways imaginable. The plot is hackneyed crime material while the action scenes, although plentiful, are ridiculously bad. The inspiration seems to be the kind of kick-ass crime films that mainstream Hong Kong cinema was making during the era (such as the IN THE LINE OF DUTY series) but this doesn't even come close. A new low for IFD? Perhaps...
