First not all of Texas is Dallas or like a desert. Lake Travis is in Austin not Dallas. Not all Texans sound like they are from Georgia.

Stories full of holes

I thought that I would leave it a few stories, to permit a settling in of the characters, before commenting.
So far, all three episodes have had stories full of holes in the plots. Added to this the back story of the romance between characters, so early on, just spins out the plots to fill the time slotted for the episodes.
Finally, the acting is very wooden and the characters are not convincing. This series (so far) is not a patch on the first (main) FBI genre.

This episode was better than the previous ones, they didn't come across as " were FBI we are more important than your police", attitude, can't fault the acting, thou Scott comes across as a bully type with a bad temper, ok, his girlfriend { which in reality wouldn't be allowed in the job}, get's shot, bad punching the rich man, really would have gotten him sacked, so please make it more real, and leave the temper tantrums out of it.
