If there were any doubt that these shots were carefully planned, the idea that the horses stopped at exactly the right spot for the camera to capture the image of the fire fighters exactly right.... well, that seems unlikely, doesn't it. That doesn't make this less of a good film. It just makes it clear that you couldn't set up your camera at a random spot, hope that a fire broke out, and that the action would take place at the right distance for the focal length of your lens to make it work.
