I guess even in a solid show like this, there has to be a loser. When I first watched this, I didn't think it was really that bad of an episode, it had it's funny moments (Danny Devito standing in as teenage Frank, Reggie constantly getting screwed over, and the name of Frank's nightclub).
What sets this episode back is we don't get to see much of the gang, there are no callbacks to earlier jokes, and a lot of the story revolves around first time guest star Joe Polito. While he delivers a quality performance, he is unfamiliar, doesn't stand out as a character that much. I don't see any aspect of this story being thrown into the mix of later seasons.
Overall, the episode is by no means horrible, it just goes into unfamiliar territory. A little too unfamiliar for die hard fans.
