A policeman who has been disgraced comes back to his Belgian home. He is known in the town but from his youth. He quickly hooks up with the police force which is run be an arrogant, self absorbed do nothing. He takes credit for things others do and is in the way of investigations. A young black soccer player is found drowned, and it is immediately determined a suicide. But Peeters, the expatriate, believes he was murdered. He is intense in investigations, doesn't leap to conclusions, insisting on good forensics. A man is arrested for the crime, an eccentric, but Peeters doesn't believe he is guilty. Unfortunately, the end of the episode has a startling event. Oh, I should also mention the community is about to approve a dam project which will force people to leave their homes.
