I think the rating should be higher because this really does set up the tournament arc well. I admit it's unsettling to have a much less serious arc than the one with Freiza. The setup is quite nice as we see all the characters gathered to the planet with no name to fight. We even learn that Vegeta (the planet) is not the one the Saiyans originally came from which makes some sense given the phrase "Saiyan". This episode introduces us to Botamo, the first warrior from Universe 6 and the first one who's named. I miss the manga where Emperor Pilaf and his lackeys appeared.
They really do remind me of Team Rocket. It's hard to take Botamo seriously, because he looks almost just like Winnie The Pooh! Yeah, he even has the red shirt that Winnie wears! I wonder if the character was meant as a direct reference to the character as it would make a great twist of irony to have a powerful warrior be based on Winnie The Pooh. Winnie was just a big part of my childhood, so that's probably why I take notice. It's great to be introduced to all these new characters, even if we don't know most of their names. ***1/2
