This episode has definitely top five action and top five dialogue the show has ever had. Incredible writing after a long lull in quality for this show.

I still find it bizarre that the writers decided to make numero 17 one of the fighters worthy on making the team.
He wouldn't have been able to beat Cell and yet someone, despite androids not being able to get stronger, he's magically millions of times stronger and can fight against some of the strongest fighters in the universe.
That aside was an alright episode.
The rule about not being able to kill anyone means the writting does suffer in parts as they have to add suicides, rather than muders/disqualifications into the mix.
