He did it so that cops on his payroll can meet their arrest quota. Tommy helps out the cops so that it looks like they're doing their jobs making arrests. It just happens to be that Handcox was placed a prison Sabini had men in. My first impression of Michael came about from his conversation with Tommy. He is basically bored of the life he had back home with his adopted mother and wanted some excitement in his life. As Tommy said to Michael, he has smart eyes, and those eyes were able to pick up on the fact that his birth family's life is far from dull or ordinary, and he wanted to dive right in the deep end.
