Public Information Film, voiced by Valentine Dyall, that plays like a rehearsal for 'The Sweeney' and was seemingly designed to scare the bejesus out of the public by depicting recently released prisoners donning stockings over their faces, robbing, beating and blinding people with acid- don't have nightmares!!!
