This movie is a considerable downgrade on the first movie for a number of reasons..
we are not in London most of the time, and the plot is quite rambling going here and there without any real direction. The first movie had a very tight and dark plot
Noomi Rapace is awful as usual.. her eyes are totally lifeless most of the time and her deliveries are not good at all. In one scene Sherlock Holmes is talking and she is seated beside him facing the camera, her eyes looking all over the place for no reason.. not sure if she was trying to be funny but it really did not work. Rachel McAdams was far superior
I really like Jared Harris but he is not matured enough here, he got better later in The Terror, The Expanse and Chernobyl. Maybe he did not have much to work with.. Moriarty is supposed to be Holmes' nemesis, someone who could be a detective equalling Holmes but who instead uses those skills for crime, but instead he is presented here more as just a psycho. The large guy and the main bad guy in the first movie were way better
There are far too many slow-mo shots, even when they serve no purpose in illustrating Holmes' thought process.
It's still a reasonable movie, but quite inferior to the first one.
